Observation Time

insgen first calculates the BlockTime time it will take to execute the request. If the ObsTime is present in the Request table, it uses that figure. Otherwise it generates an estimate by taking the sum of the following:

1. exposure time of all targets
2. ccd readout time taking into account binning factor
3. guess at telescope move time
4. overhead (fudge)
