Here are some reasons that a a request may be rejected:
- north limit - declination too big
- south limit - declination too small
- no UTStart, SunStart or Coordinate - can't find window
- no obstime - can't determine observing time
- UTStart not HMS - non sexagesimal format
- priority too low - priority less than -99 (check this)
NOTE: The import option automatically reads requests that meet the following:
- Request where Count > NumberDone
- Request where Priority > -99
- Requests that have not failed in the past 1.5 hours
- Requests that have not suceeded in the past 12 hours
The above values are found in the Request table.
NOTE: Requests that have a Count == NULL are always active.
